Use Google Wallet with Android Pay
Now that Google Wallet and Android Pay are two separate products (first being a deposit account and the second being a payment processor), how do you pay with Google Wallet at a payment terminal? You will need to have the Google Wallet Card.
With that card, you can now add it as a payment source in Android Pay. This means when you use Android Pay, it will charge the Google Wallet Card, which pulls from your Google Wallet account. I have tested this at payment terminals in the United States using the LG Nexus 5X, and it works just fine.
